The Department of Tourism (DOT) launched a Manila transit tourism program for transit passengers with at least 8-hour layovers, offering 4-hour guided tours starting January 30, 2026. Priced at USD 30, the tours feature Intramuros/National Museum (morning) or Solaire/Okada (afternoon), aiming to boost local tourism and enhance visitor experience for visa-free travelers.
Guided City Tour. A Transit Tour under the Philippines Hop On Hop Off (HOHO) Bus Tour program is an innovative service targeting travelers who are transiting through Metro Manila. Unlike standard tours, Transit Tours are specifically crafted for passengers with layovers or limited time between flights.
Who is Eligible to Join the Transit Tour? To join the Transit Tour, passengers must meet the following eligibility requirements:
- Visa-Free Entry by Designation – Passengers must be eligible for visa-free entry to the Philippines based on their designated country's regulations.
- Layover Duration – A minimum layover of 8 hours is required, with an additional 2-hour allowance before and after the tour to accommodate immigration and airport procedures.
- Baggage Restrictions – Checked-in baggage is not allowed. Only carry-on luggage and durable or taxable items are permitted, subject to X-ray screening or physical inspection.
- Same Terminal Layover – The connecting flight must depart from the same terminal to ensure smooth transfer and timely return to the departure gate.
